Who We Are

CRSUBEB is an acronym which stands for the Cross River State Universal Basic Education Board. CRSUBEM is the proof of the Cross River State Government’s commitment, currently led by the Executive Governor of Cross River State, Sen. Prince Bassey Edet Otu, to ensure every eligible child has the right to free and compulsory primary and junior secondary education in Cross River State.

    To provide high quality, free, and compulsory Universal basic education to every child of school age at the primary junior secondary school level in Cross River State.

    To provide effective direction and access to quality education for the school-age population as well as maintain minimum standards in all educational institutions across the state at the basic level.

How we came To Be

The Cross River State Universal Basic Education Board (CR-SUBEB) is established and guided by Law No. 1 (2006), officially known as the Cross River State Compulsory, Free, Universal Basic Education Law.

Key Aspects of the Law
  • Purpose: Enacted to domesticate the Federal Compulsory, Free Universal Basic Education (UBE) Act. It provides for compulsory, free, and universal basic education for every child of primary and junior secondary school age in Cross River State.
  • Creation of SUBEB: The law establishes the State Universal Basic Education Board (SUBEB) as the agency responsible for managing, planning, and coordinating primary and junior secondary education across the state’s 18 Local Government Areas.

CR-SUBEB = Cross River State Universal Basic Education Board
It’s the state agency in charge of free, compulsory, and universal basic education in Cross River. It works under the State Ministry of Education and gets funding from UBEC state counterpart funds.
 
Main responsibilities of CR-SUBEB:
1. Management & Administration of Basic Schools
– Ensure effective management of public primary schools + junior secondary schools
– Take over payment of primary school teachers’ salaries across the 18 LGAs
– Recruit, promote, post, deploy, and discipline teaching + non-teaching staff Grade Level 07 and above
– Conduct personnel audits to weed out fake certificates and ghost workers
 
2. Infrastructure & Facilities
– Execute new capital projects: construction/rehabilitation of classroom blocks, boreholes, ICT labs, sick bays, libraries, lavatories
– Provide and maintain school furniture, computers, ICT equipment, children play equipment
– Between 2015-2023, CR-SUBEB completed 616 projects including classrooms, boreholes, furniture
 
3. Curriculum, Instructional Materials & Quality Assurance
– Distribute national curriculum from NERDC/UBEC/UNICEF to schools + supervise implementation
– Receive and distribute UBEC/FGN instructional materials, check quality/quantity
– Monitor schools, conduct quality assurance training for school heads
– Organize exams: set/moderate questions, print, distribute papers, retrieve scripts, ensure admission to JSS uses genuine results
 
4. Teacher Training & Capacity Building
– Support national capacity building for teachers and managers
– Organize training on ICT, AI, e-learning, Agricultural Education Training Programme AETP, quality assurance
– Approve training/retraining of teaching + non-teaching staff
 
5. Funding & Accountability
– Receive UBEC intervention grants + state counterpart funds
– Advise state government on funding and orderly development of basic education
– Present periodic progress reports to Governor through Ministry of Basic Education
– Handle procurement of 2025 UBEC/SUBEB projects with transparency, blacklist contractors who abandon projects
 
6. Special Programs
– Monitor nomadic schools, sensitize nomadic communities
– Promote Agricultural Education, Physical & Health Education, school sports, debate, guidance & counseling
– Provide e-learning resources and upgrade computer centres at SUBEB, LGEA, school levels
 
Current focus: Under Gov. Bassey Otu’s “People First” agenda, CR-SUBEB is pushing ICT/digital skills for teachers and has accessed ₦17B+ UBEC matching grants for 229 projects 2023-2025.
 
Basically: CR-SUBEB handles teachers, classrooms, learning materials, exams, and quality control for all public primary + JSS educations in cross River State Nigeria
