In compliance with the circular from the Office of the Head of Service, the Cross River State Universal Basic Education Board [SUBEB] organized an in-house training for staff employed from 2019 to date. The training was held at the Conference Hall, SUBEB Headquarters.

The Executive Chairman was represented by Hon. Joseph Ogar, Board Member 1. In his opening remarks, he welcomed all participants and charged them to be attentive throughout the training session. He emphasized the need for staff to familiarize themselves with the rules and regulations guiding the civil service and to abide by them in the discharge of their duties. He thereafter declared the training open.

RESOURCE PERSONS AND PRESENTATIONS

Mr. Joseph Effiong, Director of Administration He spoke extensively on Effective Communication and Interpersonal Skills in the Workplace, the meaning and purpose of communication, elements of communication, 3 rules for effective communication, do’s and don’ts in the office, office etiquette, and interpersonal skills.

Also speaking Mr. Fidelis Itor, Director of Accounts
Focused on Financial Regulations and Guidelines
He educated participants on the laws and guidelines set by government to guide the use of public funds in government offices and systems.

Similarly,Mr Udowong Odiong, Director of PRS
He stated that planning is a logical and systematic process of planning ahead in government. He highlighted the need to set achievable goals for 1 year, 2 years, and 10 years. He also mentioned types of planning: Strategic Planning, Operational Planning, and Contingency Planning. He further outlined units under his department including Research Unit and Statistics Unit.

Mr. Archibong Okon, Director of Quality Assurance
He stressed that his department is concerned with: achievement and standards of learners, learners’ personal skills/values/participation, quality of teaching and learning, quality of curriculum and other activities, quality of care, guidance and safety, quality of learning environment, and effectiveness of leadership.

Mr. Sam Peter, CAO
Educated participant on: Understanding the Public Service Rules 2024 and Government Regulations
He spoke on the rationale of Public Service Rules and Government Regulations, their core purposes and principles, key components, and some rules at a glance.

Mr. Ita Etim, one of the participants, appreciated the resource persons and the Board for organizing the program. He promised on behalf of the participants that they would abide by the rules, noting that where they may have defaulted before, they would no longer do so having been enlightened.

The Director of Administration gave the closing remarks on behalf of the Executive Chairman. He appreciated the participants for staying till the end and charged them to be diligent in their duties and not to fall foul of the rules and regulations.

The training successfully achieved its objective of equipping staff with knowledge on communication, financial regulations, planning, quality assurance, and public service rules for effective service delivery.
